Error Message appears when Granting Authority in MTD Program "This page can’t be displayed - Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings."
We have found that this issue appears to affect older 2012 servers, but please do check even if your server is not 2012.
If this is the case with your server or you're on an older version of Proclaim it may be worth checking to see if when you click on the grant authority button in VAT Management if you are getting this error in advance of the submission deadline.
You will also get this error if you try to browse directly to the HMRC login page from Internet Explorer on your server.
To test the system to see if you have this issue you can:
Open Internet Explorer.
Click Sign in.
If a box opens for you to enter a gateway ID and password then the client will be able to submit.
However if you get an error message saying "This page can’t be displayed - Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings and try connecting to
https://www.google.comagain. If this error persists, it is possible that this site uses an unsupported protocol or cipher suite such as RC4 (link for the details), which is not considered secure. Please contact your site administrator." then follow the below steps.Once you have completed all steps below then follow steps 1-4 above to check this now works.
You can also test if the connection is working by:
In Proclaim Accounts select the VAT program.
Go to the last tab MTD Submit.
Now click Grant Authority.
If you get directed to a log in page then their system works.
If you get this error "This page can’t be displayed - Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings and try connecting to
https://www.google.comagain. If this error persists, it is possible that this site uses an unsupported protocol or cipher suite such as RC4 (link for the details), which is not considered secure. Please contact your site administrator." then follow the below steps.
You may need to reset your Internet Explorer Settings.
Open Internet Explorer 11.
Click Tools, Internet Options, Advanced.
Under Reset Internet Explorer settings click on Reset.
In the Reset Internet Explorer settings window, tick the box saying 'Delete Personal Settings'.
Now restart the server or PC.
You should now be able to browse to the HMRC website click sign in and log in.
You should now be able to Grant Authority in the MTD program.
If this does not work then you may need a patch on your server.

In some cases clients have been able to submit from a different server where the HMRC Login page opens, or if you have Proclaim installed directly on a PC or Laptop where you can browse to the HMRC login page in internet explorer then you will be able to submit from there.
We would urge you to look at upgrading to our latest version of Proclaim that uses Microsoft Edge as you will be aware that Internet Explorer is no longer supported.
