This error can commonly happen due to various reasons, however the common denominator is the error message relating to Specified ActiveX.
In order to address this several steps can be taken by someone familiar with the environment or knowledge of the Proclaim system.
Please follow then steps below:
Log in with and administrator windows account.
If on a terminal server put the terminal server in Install Mode.
Run the Proclaim Installer selecting only the Proclaim Components. Alternatively run only the OCX and OIX manually by going to the drive:\prodisk\proclaim\ name of install folder\cd\proclaimcomponents and in each of the OCX or OIX folders will be a manual installer that need to be run as administrator.
