This can be because the matter/case doesn't have a Fee Earner Handler attached to it, this can be added and then the reports should pick it up:
In the Proclaim Desktop/Main Case Handling find the screen with the field for the Fee Earner.
Select UPDATE and amend the field to have a Fee Earner in.
Select SAVE.
Go to run the report again in Advanced Report Execution.
