This is done via the System Parameter Maintenance follow the below steps to add it or take it off, this can be done Case Type or as a whole:
From the Main Menu go into the System Parameter Maintenance.
Find the Key Draft Bills the Code should say Enabled.
Mark this to be No instead of Yes if you are turning this off if turning on put Yes.
