Blank Fee Earner in Handler Maintenance

It is no longer possible to create Blank fee earners in Handler Maintenance.

You may have blank fee earners on some case types, which would have been done before the switch from Option Maintenance to Handler Maintenance for the maintenance of handlers.

It is advised that you use Dummy handlers rather than blank handlers going forwards.
