This issue is caused by restricted editing in the document itself.
To check whether this is the issue:
Right-click on the document in the history and select Send to Disk.
Save the document to the desktop.
Minimise Proclaim and then double-click the document to open.
Check whether the document says 'Restricted Editing.' If it does, print the document outside of Proclaim as a workaround.
