The ATM user needs to be enabled to use web services in web control admin. This can be be achieved by follow the steps below:
Launch Web Control Administration.
Select the ATM user and click the Update button.
Select the Allow Access checkbox (tick).
Click Save.
You can check/amend which webservices the user has access to within its user profile.
