If an error message showing "no system resources available" shows up but multiple people are already logged into proclaim, it could indicate several things.
You have recently added new licences and some amendments need to be made to the database configuration
One or more users have launched multiple proclaim log in windows, although not necessarily logged in these could take up from the number of available licenses. If you know the user then these can be closed down via Task Manager, the processes will be prowin32.exe. If you use terminal servers then you can sort by this process to determine who might have launched multiple Proclaim sessions. Please note that multiple prowin32.exe processes is expected where a task server is running.
