To remove a user in Proclaim, you should not Delete the user, instead, you would make sure the user is no longer Live. Open User Profiles and follow the steps below:
Ensure you are on the Users tab and select the user in question.
Click on Main, and untick the Live User? tick box.
Click on SAVE and then EXIT.
If the user is set up in Handler Maintenance, follow the steps below as well:
Open Handler Maintenance.
Highlight the user in question and click on UPDATE.
On the In Use field, delete 'Yes' and type in 'No'.
Click on SAVE and then EXIT.
