The solution is to register the prox.dll
This is located in c:\progress\openedge12\bin\prox.dll
Open a cmd prompt as administrator
Browse to the directory by typing cd.. and browse to the prox.dll path
Type regsvr32 prox.dll then press Enter and it will pop up box saying register succeeded
If on terminal server, please go into the install mode first.
