The claims portal enforces an individual attachment file size limit of 4MB. There is also a total size limit of 20MB per claim for all the claim attachments combined.
Attempting to add an attachment that is individually more than 4GB, or if there is not enough allowance within 20MB claim limit will result in the above error.
If the individual attachment size is the issue, you could try bundling documents in smaller batches and attaching this way.
